Tho Spectator says that any statesman is mad who, because of noblo sontiments expressed at Tho Hague, abates his anxious care that tho country shall continue to be capable of instant an elfective resistance against on- . ■ ■ At tho final sitting of the Conference, the President, M. Nclidoff, Russian delegate, claimed that tho International Prize Cburt was a monument of the work of tho Conforence. The delegates had dono their best, nnd their successors must dovolop what they had begun. THIRTEEN CONVENTIONS. ( The Hague, October 18. Tho plonary sitting of-Tho Haguo Conforenco voted its acto finale, enumerating thirteen conventions and one declaration, which, in tho form of separato acts, will bo submitted to tho Statos for signature.
