Berlin, October 17: Several arrests for cspionago in Germany ,_ reveal a very oxtonsivo system of selling to Franco military documonts concerning various places. a I A Berlin messago to tho "Daily Mail," dated September 3, states:—"Tho Kaiser 'is taking the keenest interest in the case of tho supposed betrayal of German Army secrets at Coblcnz, whore a regular horde of spies and traitors apparently exists. At the same time as a scrgoant of artillery was arrested on suspicion of selling the secrets of regimental regulations to France, 'a Frenchman was arrested as a spy on the Franco-German frontier, and was found to stand in close relation to the German. A few days later a journalist was arrested in Herbestal on a chargo of ~ treason, and yesterday another arrest of a friend of the sergeant was made. In the journalist's possession were found letters proving that numerous residents in Coblenz were iuo volved. Attention had been roused by the i- lavish outlay and frequent journeys, especially to Pans, mado by tho journalist, who is much respected." According to a recent cablegram, Germany . intends to completely recast the plans of tho ' fortifications in Alsace-Lorraine owing to tho presout plans having been sold to Franco.
