It is complained that tho _ new schedule iiv reference to tho' latter—which as understood to materially widen tho scope l of . the measure —has not yet been brought before the Boards. 'As the conference is so close, this is held: to be .unreasonable, as the delegates will, be at a : serious ' disadvantage when the matter conies up for discussion.
