KAIWARRA'S NEED OF SEWERAGE.
The suburb of Kaiwarra, a scheme for the drainage, of which was rejected at a poll of ; the ratepayers, is the subject of a report ,by . Dr. Frengley, District Health Officer,'who' points out that out of Ivaiwarra's ■ popula- ' tion of 472, 300 people dwell on four and alialf acres,] which means ail average density of population of about sixty-six persons per*" acre, whilo- London's figure for 1800 ,was givmi at fifty-eight. Dr: Frengley recommends a sewerage scheme for tlie following' reasons:— ~ • . ' " (1) The area proposed to be sewered is :■ manifestly overcrowded. ' ' "(2) This overcrowding cannot now.beremedied. - " (3) Tlieto is insufficient space on the sec-: tion generally for the safe disposal of house-, hold nightsoil. ' ' ' ; ; ! . "(4) A nightsoil removal service is, I am assured, impracticable. ' , • ' (5) The existence of numerous pan privies in such a confined area is objection-: able, more' especially if tho attention given' ■to the pans be haphazard, as I am informed ' it is. . ,
(G) The dangers of overcrowding and the' incidentals referred 'tb ciin' only bo« effectively minimised by the construction of an - efficient sewerage system. * 1 "(7) Tho estimated cost—something over £1000—seems to iiio to be warranted by tho consequent removal of.tho defects abnvo indicated, and tho increased comforts and bene.fit to the general welfare derivable from such a system. ' .\ : i , " (8) Lastly, that'l am informed that, bo- ; cause of many of the sections being' held ;by a comparatively few porsons, a vote of rate-'; payers does not adequately voice the opiniono;'', of those to'whom living in this, overcrowded area, without satisfactory sanitary conveniences, is unavoidable." In tho course of a discussion by the Onslow Borough Council, it was stated that the land of Kaiwarra was owned by sixty-four per-- 1 sons, w-ho were tho ratepayers who! l(ad rejected the drainage and sewage scheme. ■ On the motion of Councillor Kiernan it was resolved, "That the recommendations of the Health Department in connection with the drainage area of Kaiwarra he received, and that the Council requests' the department to favourably consider, the granting of the required amount of loan, and tho necessary steps- be taken by the Council immediately to have tlie work carried. out in accordance with the- original proposal as put beforo the ratepayers."
