The Plenary Conference adopted tlio proposed scheme for a permanent Court of Ar38 votes to 6. The minor Powers abstained from voting on the proposal regarding contractual debts and tlio Drago doctrine, wliicb was adopted. Tho declaration in favour of tlio principle of obligatory arbitration on specific subjects was adopted by 41 votes. Tho United States and Japan abstained from voting; The Conference has requested all tho Powers to contribute to the embellishment of tho Palace of Peace in which tho Conference is sitting, and which Mr. Carnegio presented. . Tho Conference's final sitting will take place on Friday.
