Cape Colony Elections.

: TO UNIFY SOUTH. AFRICA. , By Telegraph—Press Association. Capetown, September 27. The Premier of Cape Colony, Dr. Jameson, in yiow of tho approaching elections, has issued a manifqsto to the country. Up asks for a mandate to amend the constitution in order to prcvont the Legislative Council from blocking supplies. He claims that the Progressive party, by means of conciliation, has obliterated racial difference:;. He also.announces the iutontion of dropping tho namo' of "Progressive." In futuro tho Moderate party will be named the South African Unionist party. Tho four planks of tho party will bo: (1) Development of South African products and industries. (2) Equal rights for all civilised men.

(3) Union of European race 3. (4) Union of the South Africa Colonies..

Dr. Jameson adds that the first step towards the federation, of the unification of South Africa, with a prospect of early union, niust be taken at the next customs and railway conferences with tho other colonies.

Tho Legislative Council blocked supply by resolving, by eleven votes to ton, that the chairman leave the chair, during the discussion iu committee of an Appropriation Bill. The Government's enemies in the Council were, it seems, only tiblo to do this in committee, because the parties ,in tho* ■Council are equal, but as . a Pr'ogres-. sivo presides in committee, tho Government was thus placed in a minority of one. Eventually Dr. Jameson advised a dissolution (partial supplies being then voted), and the elections of the Council will- be held in November, those of the Assembly in February. Judging by another cablegram in this issue. Premier Botha, of the Transvaal, has taken a hint and has strengthened his position in the Upper .Chamber at Pretoria. Botha recently advocated a unified instead of a. federated South Africa —one legislature, instead of a federal, administration with subordinate 1 , local ones. ' ,'. . ■
