CRIME CAUSED BY POVERTY.

Miss Cicely Craven, speaking at St. Edmund’s Church, in the City of London, challenged the congregation to place their hands on their hearts and say that they had never defrauded the London Transport Board of penny fares, or had not been guilty of defrauding the railways of greater sums. She said that of L’l,ooo persons now in prison, onc-half had not committed crimes regarded as punishable by prison sentences, but were there because they had been unable to pay their debts o - fines or,had been unable to find bail, “We arc all criminals and have the same criminal instincts as those who have been adjudged to have broken the law. The difference is that those in gaol have been found out.” More than 70 per cent, of crime was caused by poverty, she said.
