I.OXDOX, August 19. Three large cruisers for Kussia are being built in English shipyards. Miss Kate Marsden, in reply to the charges of dishonesty and other serious offences, published a report of the Bt. Petersburg Leper Fund Committee which completely exonerated her. Alexander Francis, the secretary, however, explains that the report was withdrawn, and a full inquiry convinced the committee of the truth of the charges. Miss Marsden has issued writs against the Leper Fund Committee and Mr Francis, secretary to that body. A corps oi Italian detectives has been sent to London to assist in watching Anarchists, who are hatching plots in Whitechapel and other distiicts of the metropolis. Outrages are feared. August 20.
