BUDAPEST PAPER'S REBUKE. Three Budapest newspapers condemn submarine warfare. The 'PestiNaplo' attacks Count m Keventlow as the principal exponent, and demands that he be placed in restraint. The socialist organ 'Nepsvava' attacks Admiral von Tirpitz, and demands a cessation of what it calls "murder at sea." The 'Pesti-Hirlap' quotes members of the Chamber of Deputies as .saying, "we made the whole world turn against us," and another as declaring "all American countries are joining our enemies. This is sheer madness." Count Knrolyi, leader of the Hungarian Independent Party, the newspaper adds, said: "I regret deeply the phase of the war into which we entered with tho declaration of submarine warfare."
