RAID KIEL!
FRENCH ADMIRAL'S ADVICE. The Paris correspondent of the 'l y all Mall Gazette' states that Rear-Admiral Degouy, now on the retired list, has been examining the means by which the Allies can get at the German Fleet, and the conclusion he comes to is that we must first set ahout crippling the Kiel Canal, if not destroying it altogether. Putting the Canal out of action can only be done by an air raid. To ensure the success of an aerial attack the Admiral thinks it imperative that the expedition should start from a point under 100 miles from the centre of the Canal, and he contends that a smart and energetic, dash by the British Fleet could easdy secure such a base for the Allies. Once the Canal is obstructed, the combined Allied fleets, including the Russian, which would operate in the Baltic, would 1 have to resolutely seek out the German fleet and force it to give battle. Divided' in two probably by the bottling of the Canal, or in any ease undoubtedly inferior in strength to the attackers, the Germans would give battle under conditions that could admit of no escape for them, even when due allowance be made for their Zeppelins and the coast defences.
