TIIK GERMAN SCAPEGOAT. CROWN I'KIXCK'S MILITARY ADVISER. BERNE, April 21. Field-marshal von llaeseler, who was the Crown Prince's military adviser, has been recalled to Berlin, having been made the scapegoat for the Verdun failure. Field-marshal von llaeseler bitterly resents the ignominy, and declares that the operations were carried out exactly according to the plans of the General Staff, which the Kaiser had approved.
