A JOINT NOTE. DECLARATION DESIRED. PARIS, September 17. The Allies have presented .a joint Note to Bulgaria, asking that country to declare itself between them and the Central Powers. The Note is not an ultimatum. LONDON, September 18. The report of the presentation of a Note to Bulgaria comes from New York through Reuter's. SERBIA AGREES TO CONCESSIONS. PARIS, September 19. M. Positch, interviewed by the Petit Parisien, stated that Serbia has consented to the concessions suggested by her powerful allies with the object of inducing Bulgaria to throw in her lot with the Balkan entente. REPORT FROM HIGH COMMISSIONER. The High Commissioner reports under date, London, September 19: — The Press is devoting great attention to the Balkan position, which remains obscure. A definite announcement is regarded to be imminent. Bulgaria has received a further Note from each of the Entente Powers. Rumanian opinion inclines to the view that Bulgaria, as the result of concessions, will extend to Turkey a benevolent neutrality. Turkey is reported to be appealling for German assistance to relieve the situation at the Dardanelles. A German offensive in the Balkans is thought probable. The High Commissioner also reports that the Serbians repulsed three Austrian attempts to cross the Save River.
