BOROUGH COUNCIL.

The ordinary meeting of the'Balcluthn Borough Council was held on Friilny evening. Present—His Worship the Mayor (Mr E. .1. Boyd), Councillors Begg. Clark, Danskin, Naish, Ritchie, Bheddan, Wilkins, Wood. The Mayor said Cr. Fleming hail asked him to appologise for his absence; Mr Fleming, he said, had offered to resign, but hj? (fhe Mayor) had suggested that he should be given leave of absence, for a short tim£ until his busy time was past; leave of ak-eiiee was accordingly granted. CORRESPONDENCE. .1. W. H. Clark wrofe applying for pernii>Mon to put pipe under footpath on Stewart street to take water from his property.—A MrKellar, Francis street, made a similar application.—Granted on usual terms. R. R. Grigor (on behalf of Mr Sinclair Wright) wrote that Mr Wright some time ago had agreed to sell allotments 4 and 5 (fronting James street) h.fick 111., Barr's Subdivision, but as that stieet was less than the statutory width, and the District Laud Registrar Lelil that the transaction constituted a subdivision into allotments for the purpose of sale within the provisions of the Public Works Act, and refused to register the transfer unless the frontage of section 5 was set back 33ft from the centre line of James street, or unless that street was exempted from the operation of the Act. As James street bad been permanently constructed, and a* compensation would be payable by the Council should the frontage of the land be set back, they would probably prefer that the street be exempted.— The Clerk read the section of the Act referred to. — It was decided to pass a motion asking that the street be exempted, and the clerk was instructed to consult the borough solicitor before doing anything further in the matter. s, cretary Otago Expansion League wrote stating that the League purposed taking steps to establish branches in the various towns throughout Otago, and asking for the co-operatiou of the Council. —On the Mayor's suggestion the letter was received, the Council woml be pleased to meet the members of the League when they came to Balelutha and to learn the aims and objects of the League.

Hon. F. M. B. Fisher forwarded circular bearing on superannuation under the National Provident Fund for employees 01 local authorities. —The Mayor hailed this scheme with satisfaction, something of the kind was badly wanted. —The Clerk was instructed to write for full particulars. The Secretary Carnegie Library Committee forwarded resolution from the committee: "That the Borough Council be urged to have the iron railing fence erected at the library before Balclutha show day.—Received. REPORTS. •lohn Chirnside, works foreman, reported that during the month the daymen had been employed channelling the north side of Clyde Street and sundry other jobs. The ditch leading to the river from Renfrew street had been cleaned out but required fencing to keep back horses.—Received, ditch to be fenced. John Sheddan, waterworks engineer, reported that a Hushing pipe had been placed in new channel in Clyde street. A .joint in the mains burst on Monday night emptying the tower, but he had it repaired by 8 o'clock next morning. A similar accident was not likely to happen again.—Received. The Mayor, referring to the warter report, said he along with most people understood that it was possible to pump into the mains although the tower was cut off, but that diil not seem to be the case. The stop valve had been plaeed a; the wrong eud of the bridge. Mr Shedilhii was at present away on holiday, and was to call 011 Mr F. J. Williams to find out what could be done to remedy this—they would need another stop valve and a concussion valve perhaps to take the strain off the mains and the pumps. On his suggestion the water committee was empowered to take steps when Mr Sheddau's report came to band. FINANCE. The finance Committee reported: Receipts for the period ending November were £l4O 8/4, expenditure £257 16/8. The committee recommended the following accounts for payment: Mrs Battrick £l, Jas. Craig £lO 7/7, .Jas. Thornton £6 t>/ 7 Clutha Timber Co. £6 5/, J. Chambers and Son £l2 7/, Public Health Dept. £4 4/ (water analysis), State Guaranteed Advances £l7O 12/6, Gas Co. £ls 15/7, S. A. Atkinson 10/, Robt. Grigor £l2 12/, D. Munro £5 0/11, wages £96 12/8, Import Co. £8 14/6, sundries £1 7/3; total £341 15/2. —The accounts were passed for payment.

GENERAL. Permission was granted to Clutha County Council to build brick shed in county yard. A price is to be obtained from Messrs Blaikie and Wilson and from Mr F. J. Williaihs for taking levels of saleyards. The Works Committee were authorised to attend to jiatching the protective bank below the traffic bridge where carting has been done. The clerk reported re letter on account of Mr John Provan asking that his rates be reduced as he was not living in his house. This had been held over from last meeting. It was decided that as the house could not really be called unoccupied the council had no power to grant rebate asked for. Tenders were authorised to be called for lease of the cemetery reserve at present occupied by Messrs W. 11. King and A. McEwau, tenders to be in for next meeting and present occupiers to he offered reserve at present rate until Jiew arrangements are made. The matter of providing a shelter for reserve keeper at the gate of the reserve was left in the committee's hands with power to act. Owing to the Christmas holidays, the next meeting of the Council was altered to Saturday, December 19.
