In the course of his address to the grand jury at the Nelson Supreme Court the Chief Justice (Sir liobert Stout) referred to the decrease of juvenile crime in New Zealand (states a Press Association telegram). He quoted statistics (showing a genera] decrease of crime from 44.25 per 1000 of population in 1887 to 28.35 in 1911 and 29.09 in 1912. He thought it was necessary for him to say, because some seemed to think there was an increase in youthful crime, that the decrease in crime shown could only be explained by our national system of education. We now felt, he said, that we were one community, one nation and one national .life, and the figures quoted showed that our youths were fax better than our fathers were and wj>re less criminal and less immoral.
