London, March 21. The Aconcagua, s.s., sailed from Plymouth yesterday with 250 passengers. March 23. In the House of Lords to-day Viscount Cranbrook, Secretary of State for India, made a statement regarding the present position of affairs in Afghanistan. It is believed that General Roberts is watching his progress, and it is expected that British troops will secure the town of Charikar, on the road to Balkh, in order to oppose Abdul Rahman should he advance.
