RATES FROM INCH CLUTHA. Mr Mosley moved—" That the rates and subsidies raised thereon, in the Inch Clutha district be applied to the construction and repairing of County main roads in that district. " In supporting the mo- i tion, he said the Inch Clutha people did not wish the Council to take over any road, but this was done in opposition to them. They took a road by force, and the people now . only wished the Council to keep up that road. All work was absolutely at a standstill for want of the road. Mackenzie said Mr Mosley had cast all 3orts of imputations upon Councillors, which. was not the way to get what he wanted. He denied the Council had taken over the road in opposition to the people. They, had, .done so upon the representation of Mr Mosley's and the Island's representatives. If Inch Clutha wanted the road, the Council would readily give it back. The flood washed away the road — culverting by Mr Mosley-:— without professional advice, which they wanted the Council to do, — open the road. Mr Clark was told it was by the bursting of a culvert, wrongly constructed, that the gap had been made. The Chairman supposed they could not assist Inch. . Mr Ayson said it was all very well to talk about sympathy, but pecuniary assistance was what was needed. • Mr Dallas reminded Mr' Ayson that he (Mr Dallas) had urged the claims of Inch Clutha when the members for the Riding insisted upon the funds being expended elsewhere. Mr Mosley did not care a straw for such sympathy. He only asked that justice should be done to the people of the Island in their presents imfortunate position. The motion was lost. ROADS AT WAIPAHI. Mr Clark moved, "That LIOO be voted, according to the Engineer's report, for the construction of road to deferred payment, block 111., on condition that the settlers contribute LSO ; subject to the approval of the Waste Lands Board." He explained that the cost of the work would come out of the deferred payment land fund, to be got from the Government. His next two motions would be of the same kind. Seconded by Mr Ayson, and carried. Mr Clark moved, "That LIOO be voted towards the construction of the road to railway station, Waipahi." Seconded by Mr Dallas, and carried. Mr Clark moved, " That the sum of LSO be expended on the improvement of road leading to deferred payment section, in block V." Seconded by Mr Dallas, and carried. CLINTON TO .MATAURA. Mr Clark moved, "That LIOO be voted for the formation of Main Road from Clinton to Mataura." He said that L 247 had been already spent on this road ; but what had been done would scarcely be of any use, unless more was given. He feared L2OO would be necessary to do .the work efficiently, but in the meantime he woixld only ask LIOO. Captain Mackenzie seconded. Mr Dallas opposed on the gi'ound that the funds of the riding had been exhausted. Jlr Mosley opposed because the Oounbil refused to act in a much more urgent case on Inch Clutha. The Chairman thought as retrenchment was the order of the day, the matter should stand over. The motion was withdrawn. WAIRTJNA AND CLINTON POUND. Mr Clark moved— "That Mr D. M'Donald be appointed pound-keeper, and his paddock a pound for the Wairuna and Clinton Ridings." Seconded by Mr Mosley, and carried. IMPASSABLE ROADS. Capt. Mackenzie moved — " That subject to the approval of the Waste Lands Committee, road along sections 1, 2, 3, 4, 5, and 6, block 1., and section 25, block V. , be made passable by the construction of culverts, &c. , by the Engineer ; cost toot to exceed L 60." Seconded by Mr Clark, and carried. BALANCE-SHEET. The balance-sheet for the half-years, ending March, 1878, and September, 1878, were read and apj>roved. NOTICE 01' MOTION. Cap Lain Mackenzie gave notice that ai next meeting he would move — " That the Chairman and Councillors be paid theii travelling expenses when attending meetings of Council, and that the Chairman be also paid travelling expenses at all times when attending to County business." The meeting then adjourned.
