BRUCE COUNTY COUNCIL.

The ordinary monthly meeting of the Bruce County Council was hold on Tuesday last. There were present : Messrs Hi-nry Clark (Chairman), .Smith, Duff, Dojnglas, Calder, Wayne, Shore, Murray, and Petrie. The minutes of previous meeting were read and approved. The outward correspondence was read and approved. A letter was read from Mr Inspector Thomson, requesting the Council to appoint William H. Higgins Inspector of Slaughterhouses vice constable Cayford resigned. — Agreed to. Letters were read from the Kaitangata and Crichton Road Boards, agreeing to the Council expending the votes of L2OO and LIOO on the roads within their districts. A letter was read from the Progress Committee, Tuapeka Mouth, as to the erection of a bridge over the Tuapeka stream at the Mouth. Referred to the Balmoral Road Board. Letters were read from the Clutha County Council, and the Baiclutha Borough Council, asking a conference with the Council as to tho erection of the Baiclutha bridge. Mr Wayne moved — " That a Committee consisting of the Chairman, Mr Petrie, and the mover, be appointed to confer with the bodies referred to upon the subject." Seconded by Blr Murray and carried. A letter was read from the Colonial Treasury, forwarding voucher for subsidy amounting to L 943 iss lid, subject to a deduction of L 229 10s towards the maintenance of the Dunedin Hospital for the year endirg 30th June, 1878. Letters were read from the various Road Boards in answer to a circular, asking whether they were in favour of any road within their jurisdiction ■ being declared County roads, and if so, to state ■ what roads in their opinion ought to be declared County roads. The answers: were aa below : — - Balmoral Road Board.— ln favour of subsidies, instead of the County taking over any of their roads. ". . _ . Crichton Road Board. — In favour of subsidies, instead of the County taking over any of their roads. opinion of this Council it is undesirabW to take over any road that ia at present under control of Road -Boards, for. thei following reasons : — lst. In prospect of early legislation, to define the duties arid ■ relations of County Councils and ' Road Boards to each other. 2nd. To" avoid ' the necessity of a general rate : being ' levied by the County Council over the several ridings of the County." Seconded by Mr Smith and carried. \. Mr Murray moved— " That in the ' -. opinion of this Council the surplus fundg, if any, should be distributed as heretofore, as grants in aid to the several Road Boards." Mr Duff seconded the motion. An amendment was moved by Mr Wayne for delay, and that the Clerk be instructed to prepare a return, showing the receipts and expenditure within each road district during the past two years." Seconded by -Mr Smith. Mr Murray withdrew his motion, and the amendment was carried. It was agreed that payments be made to ' the various Road Boards for copies of Valuation Lists, the amounts not to exceed L 5 each. The following tenders were opened and dealt with •:— , Contract No. 14 — Formation, and gravelling 35 chains of Water-street,, Kaitangata, Smith Brothers, L 217 ; J. Q. Gordon, L2Ol 15s ; J. and D. Gordon, Ll7O 14s. The lowest tender was accepted. There were no tenders for contract No. 15 — Formation of 23 chains on road Lakeside to Kaitangata, and fresh tenders were ordered to be called. A motion, of which notice had. been given by Mr Petrie, to declare certain roads in the Matau Road District County roads, was withdrawn. . Mr Wayne moved—" That the sum of L3OO be granted to the Glenledi Road Board for works on district roads as £ for £, to be expended by the Board as follows : — LISO on road from Loudens Gully to Akatore Creek; L 125 on road from Coal Gully to the coast, and L 25 for road on the connecting spur." Mr Smith seconded the motion. -. Several amendments Zw&te "hiove&^and ultimately the following was garried :— " " That L 250, including LSO already, voted to the Tokomairiro Road Board, be .. expended on Louden Gully Road, under permission from . the Board, it being : distinctly understood that the vote shall . not form a precedent, the present being an extreme and special case." The Inspector's report and monthly pay -• sheet were submitted and approved of. The accounts for the month amounted to L 489 16s, and the receipts L 998 9s 4d. Mr Duff called the attention of tlie Council to the want of some provision in the Impounding Act to provide for the time the poundkeeper is required to keep - cattle before being sold. The Chairman was requested to bring the matter under the notice of the Government. Mr Calder drew attention to the want of cattle yards at Lovell's Flat Railway Station. The Chairman was asked to urge the Government to attend to the matter as soon as possible. ■- On the motion of Mr Smith, seconded by Mr Murray, it was agreed that Councillors be paid- travelling expenses when attending meetings of Council. The meeting then adjourned.
