Pewter's London, August 7. Tn the House of Commons last night the attention of the Government was called to the execution of South Sea natives by the commander of fI.M. schooner Beagle, and a motion has been moved that instructions be issued defining the authority of naval officers in similar cases. The First Lord of the Admiralty said the Government exonerated the officers of the Beagle. If desired the Admiralty would issue specific directions on the subject to naval commanders. Delagates from 800 Conservative associations in the United Kingdom ! presented the Premier and the Marquis of Salisbury with addresses congratulatory of the results of the Congress. The Elections Committee is now sitting re tbe vacation of Sir Bryan O'Loghlen's seat for Clare. In the House of Commons this evening Major O'Gorman was ordered to Avithdraw in consequence of disrespect to the Speaker. He withdrew, but refused to apologise. Great excitement ensued. Vienna, August 8. The population of Moskar are offering armed resistance to Austrian occupation. . They massacred the Government and several of the Turkish authorities. A squadron of Austrian cavalry, while reconnoitering, were attacked, and had 70 killed. Rome, August 7. The negotiations between Germany and the Vatican have resulted favourably. On the 6th the Austrians obtained a victory over the Bosnian insurgents, capturing a battalion of Turkish troops of reserve. A sanguinary engagement ensued next day at Lynbingi. An English and French Syrian railway scheme has been submitted to the Porte. It includes a line through the Euphrates valley. The Chimhorazo has arrived at Plymouth 39 days out from Adelaide. She anticipated the Suez mail. The Canadian papers exhibit enthusiasm at the appointment of the Marquis of Lome and and the presence amongst them of, the Princess Louise. They say that this policy has sealed the union of the Colonies to the Empire. August 13. A portion of the Indian contingent has embarked for India. There have been serious riots at Odessa.
