THE COUNTS SYSTEM.
At a conference of the chairmen o£ the Canterbury Road Boards; held oii Tuesday^ the Counties Bill was discussed, and resolutions to the following effect were adopted : — '• That the Government proposals are unsatisfactory. That Canterbury be divided into three counties — i, north of Haknia; 2, Rakaia and Rangitata ; 3, Rangita'ta id Waitaki. That each Road Board return one member to the County Council. Ths county rate-roll to be made 1 up from the Road Board rate-roll by the B.oad Board machinery. That" the chairmen of County Councils be elected by the members. That the rates, not county rates, tolls and fees, go to 1 the Koad Boards. Counties tcf distribute the residue of the land fund and grant. That; counties have power to raise loans with annual sinking- funds. That Road Boards have control of all boards: That recreation reserves be vested in trustees. That gravel reserves be handed over to Road Boards. That slaughter-houses and poUnds be handed over to Road Boards. That 35 per cent, of the land revenue be secured to' the Road District in which it arises. That the residue of the land fund bo expended in accordance with sub- section 7 ' ; clause 9, of the Provincial Abolition Financial Arrangements Bill. That the present balance in the Province be apportioned to ROad Districts in proportion to the area and rates collected during 1 the past twelve months. That river boundaries of counties be from the bank instead of the centre of the river."
