The Clutha Leader. THURSDAY, JUNE 10, 1875.

Some important changes have, we understand, been made in the River Trust Conservators Bill in its passage through Select Committee. These have not yet been assented to by the Council ; but still there is little doubt that when . the measure is brought forward it will pass as*, amended, or at least with very trifling alteratior s These amendments have shaped the Bill after the following model. The Board will consist of nine members, elected for a period of three years — the term of office being so arranged as to enable them to retire by rotation. The districts interested, which we take to be all tbe districts situated between Port Molyneux on the \ v one'side and Tuapeka Mouth on the r 6ther, are to be arranged into three electoral divisions — via., the lower Molyneux situated "below, the upper Molyneux above, and the incorporated town of Balclutha between them. Each •division is to return three members, said members to be elected by vote of the different Road Boards adjoining the river, and by the Municipal Council -of Balclutha respectively. By a further provision the Board is to have power to borrow a sum of money for the purposes of the trust not exceeding L 25,000, and likewise to lease the en-dowment-estate for any term not exceeding twenty- one years. These are, we believe, the main features of the Bill as amended, and, as stated above, there is every likelihood that it will in that form pass into law. If the Bill in this shape is not all that might have T)een desired, it is at least a great improvement upon the original draft. It provides what seems a fair measure of "representation for each of the districts interested, and so long as that object js achieved, one of the more important a ims of the trust is secured.
