" ' '* " 44 \ '••• ' Application for license „._.', ' 5 Before any such license is granted by the council of the borough an application for. the sanie in the appointed form, shall be made and signed by !the owner or one of the owners of the carriage in respect of which such license is applied for and in every such.application shall be truly stated the name and surname arid .place of abode of the person applying, for such license and of every owner of such carriage and any person who states iri such application the name of any person who is not an owner of the carriage in respect of which he applies ; or wilfully omits to specify truly in such application the name of any owner of such carriage shall be liable to a penalty not exceeding five pounds. - Inspection of carriage. . 6. The council to whom any. sueh >.' application as aforesaid shall be ; hiade shall cause an inspection to be made of the carriage to which the sarrie^ shall relate, and shall not grant the license .unless /suchi carriage shall be found to be in a fit and proper condition 1 for public use. Every such license- shall he made out and signed by the town clerk of the borough the council of which" grants the same and shall be duly entered in a registry book to be provided for that purpose. and in such book shall be contained columns or places for entries to be made which entries the town •, clerk U hereby required* having satisfied himself of the r truth of the matter to make of every offence committed By an owner driver or conductor of such carriage and any person may at any reasonable time inspect such book without feo or- reward, Duration and effect of license. 9. Every license so to be granted shall be in force for one year only from, the day of the date thereof or until the next general licensing day in case any general licensing day be appointed, by the council which day shall in such case .be- named in such license any such license shall not include more than one carriage so licensed but nothing- herein' contained shall prevent the licensing of the same carriage . both as a hackney carriage and a borough stage carriage. Owner changing abode to give notice. 10. So often as any person named in any such license as an owner of any such carriage changes his place of abode he shall within seven days next after such change give notice thereof-in writing signed by him to the council having granted such license specifying in such notice his new place ; of abode j and he . shall at the same time produce such license, at the office of the said council and the town clerk shall endorse thereon and sign a memorandum specifying the- partieulars-of such changa-and any person! named in any such license as the. owner of; any such carriage who changes his place of abode and neglects, on wilfully omits to give notice: of such change or. to produce such license in order that' such memorandum as aforesaid may be endorsed thereon within the time and: in the manner therein. directed shall forfeit a sum not exceeding five-pounds^ Number etc: of carriage to be mdrhed 'ther eon. 11. Tbe owner of' every f licensed carriage and borough stage.carriage shall cause to be painted- or marked thereon in -sueh -.manner and in .sucli conspicuous position:as shall, be directed by some regulation in that behalf and to be kept so painted or marked the name, of the borough the , council . whereof shall have granted the license^nd the number of such carriage corresponding with the number.of the license.: Plying tuithovt license. 12.
