PARTIALITY EXTRAORDINARY.

To the Editor. Sir,—As I understand the Ci.tjtha Leader is subscribed to by almost every ratepayer in Milton, I wish to call their attention to a piece of injustice, gross favoritism and breach of faith perpetrated by the Council at its. last meeting; It appears from a report of the proceedings that tenders had been called for the pfintingr of the Municipal Bolls for the ensuing year; that the.tender of Messrs. M'G-irr,. Wilson, & Co. was L 3 7s/6rt. while that of Mr. Joseph Mackay was something (amount not stated) over L 4. In these circiitn-" stances, any private individual or any public body, I believe, except our Town ■ Council, would at once have accepted, the lowest tender. But what do they do? They actually inform Mr. Mackay that 'if he will reduce his price to L 4 the printing would be siven to him ! this amount being still 12s. 6.3. higher than the other tender. This, it appears, was done on the motion of Mr. R. fi. Jones, and if rumor be correct, it is.not the first time that he hi 3 been inclined to.give. Corporation contracts to others .than the ; lowest' tenderer, even although tbe latter were both able and willingito carry out the wofrk.... Are the jratepajers to submit to such rnisappropriaMou' of their funds ? or are they, to continue their confidence, in men act iq (recklessly with other people's money. Will contractors in luture tender for Corporation works, vrhen' they find their ftenders are only used in order to reduce the charge of the individual previously fixed : upon to I do the work. It would be no insult to Mr. Jones to i&sinuate that he ever did c.r ever

will th"row r - away"" hig[own*: monisy"; manner he has done with ourt, The tione are now approaching, and: it rests, with the electors to. shew ;-ih a tangible manner the esHmatio.n in which they' hold his conduct in the matter referrea to.—l am, &c, .

[We have been compelled to delete portions of Ratepayer's letter, so as to sfeer clear of the law of libel.. At the same time, although it is ; only in a small matter, we have never seen a greater irregularity or grosser partiality perpetrated in connection with C.L.]
