Cuts ‘behind screen’
■ Wellington reporter Defence staff cuts were being made behind a “military smokescreen," Mr Derek Quigley, who headed a review of defence operations, said yesterday. Media reports all based on the same material had concluded head office staff cuts of 25, 300, and 400 were envisaged, with some 700 positions still subject to review. “My view is that final figures are likely to show a reduction
from something over 1500 to around 500 (in head office).” This would free up substantial sums of money for higher priority spending, he said. Mr Quigley said the defence review showed the need to challenge conventional thinking, “and for the State sector reform process to be seen for what it is — the beginnings of a new way of doing things in what was previously a hide-bound series of inflexible institutions.”
