NEW ZEALAND MINISTRY OF DEFENCE AND NEW ZEALAND DEFENCE FORCE RESTRUCTURING OF DEFENCE has created a new Ministry of Defence which is organisationally separate from the New Zealand Defence Force. As a consequence of restructuring applications are being sought for a range of second tier management positions within the “new” Ministry of Defence and Headquarters New Zealand Defence Force. All positions are located in Wellington. MINISTRY OF DEFENCE MANAGER STRATEGIC AND INTERNATIONAL POLICY The Manager Strategic and International Policy will be responsible for developing and providing appropriate, timely and competent advice to the General Manager Policy and Funding on the definition and priority of New Zealand’s strategic defence environment and objectives, international defence relationships and the international policy component for the Annual Defence Assessment. MANAGER CAPABILITY ANALYSIS The Manager Capability Analysis will be responsible to the General Manager Policy and Funding for the development and advice on Defence Force capability options, on projects involving capability issues and to provide a capability analysis component for the Annual Defence Assessment. MANAGER RESOURCE ALLOCATION AND FUNDING The Manager Resource Allocation and Funding will be responsible for providing ongoing advice to the General Manager Policy and Funding on the most cost-effective means of providing a defence capability to satisfy New Zealand’s strategic defence objectives and on the cost and funding of Defence outputs. MANAGER MINISTERIAL SUPPORT The Manager Ministerial Support will be responsible for facilitating the efficient flow of written information, including Ministerial responses and submissions, Parliamentary Questions, Ombudsman inquiries, Cabinet Material and supplementary papers between the Ministry of Defence, the Minister and outside bodies. PROCUREMENT MANAGER The Procurement Manager will be responsible to the General Manager, Capability Procurement for achieving the effective and efficient procurement of defence equipment to meet agreed capability requirements through its various phases to the contract and tender stage; Including the development of specifications in conjunction with the New Zealand Defence Force, examination of options available and contract negotiations. PROCUREMENT SERVICES MANAGER The Procurement Services Manager will be responsible to the General Manager, Capability Procurement for providing professional and support services for the effective and efficient procurement of defence equipment, including the provision of administrative support to project management, the examination of new techniques in the associated work areas, and the provision of technical and industry information and industry liaison. CONTRACTS MANAGER The Contracts Manager will be responsible to the General Manager Capability Procurement for establishing standard terms and conditions for contracts, providing advice on contract law, ensuring legality, fairness and enforceability with safeguards of contracts and monitoring and auditing the performance of all contracts for the Ministry of Defence. QUALITY ASSURANCE MANAGER The Quality Assurance Manager will be required to advise and report to the General Manager Capability Procurement on the application of appropriate national and international quality standards in regard to services offered and procured by the Defence organisations. The Quality Assurance Unit will also maintain an internal audit and review capability for assessment of potential equipment suppliers. PROJECT MANAGER ASSESSMENT AND AUDIT DIVISION The Project Manager Assessment and Audit Division will report to the General Manager Assessment and Audit on the performance of the Defence organisations in implementing the Defence Resource Management Review. MANAGER AUDIT SERVICES The Manager Audit Services will be responsible to the General Manager Assessment and Audit for establishing and maintaining expertise and services for auditing the cost effectiveness of resource management within the Defence organisations. MANAGER PERFORMANCE ASSESSMENT The Manager Performance Assessment will be responsible to the General Manager Assessment and Audit for analysis and assessment of the performance of the Defence organisations in producing required Defence outputs. PERSONNEL MANAGER The Personnel Manager will be responsible for advising on the development of appropriate personnel policies and provide personnel services for the Ministry of Defence based on Equal Employment Opportunities (EEO) and including recruitment, remuneration, training, industrial and employee relations and payroll. INFORMATION SYSTEMS MANAGER The Information Systems Manager will be responsible for developing policy, procedures and instructions required for an internal self-contained management information facility throughout the Ministry of Defence, and be responsible for the implementation and maintenance of that system in response to user requirements. HEADQUARTERS NEW ZEALAND DEFENCE FORCE DIRECTOR OF FINANCIAL ACCOUNTING The Director of Financial Accounting will be responsible for those functions that will enable the General Manager Finance to: • Develop and provide the Treasury functions necessary for New Zealand Defence Force to act as a Mode B department. • Develop an effective accrual accounting system for the New Zealand Defence Force. • Develop Corporate Accounting policy together with the management of centralised non devolved accounts. DIRECTOR OF MANAGEMENT ACCOUNTING The Director of Management Accounting will be responsible for those functions that will enable the General Manager Finance to: • Establish and manage the New Zealand Defence Force budget. . • Develop policy of and determine costs and charge out rates to be used thoughout New Zealand Defence Force. DIRECTOR OF CIVILIAN PERSONNEL POLICY The Director of Civilian Personnel Policy will be responsible for those functions that will enable the General Manager Defence Force Personnel to establish personnel remuneration and employment policies consistent with the operational objectives of the New Zealand Defence Force and the State Sector Act 1988/Defence Voluntary Agreement. DIRECTOR OF STRATEGIC AND INTERNATIONAL POLICY The Director of Strategic and International Policy will be responsible for those functions that will enable the Assistant Chief of Defence Staff (Policy) to provide effective and comprehensive policy advice and guidance by the preparation of strategic analysis and studies of international affairs for inclusion in the annual New Zealand Defence Force Assessment and the development of policy in. respect of international defence activities. As the positions arise from restructuring, preference will be given to suitably qualified current employees of the Ministry of Defence. Remuneration will reflect the importance of the positions and the qualities which the successful applicantswill bring to the new organisations.
