PA Auckland Up to 25,000 New Zealanders are believed to inject drugs illegally. The estimate comes from the Health Depart-

ment’s A.I.D.S. task force and is based on the needle swap programme and the establishment of outreach centres, for intravenous drug users. A third basis for the
