Situations Vacant Situations Vacant FAR NORTH DISTRICT COUNCIL SENIOR MANAGEMENT POSITIONS THE COUNCIL WHICH is to be formed as a result of local government reorganisation and reform processes is responsible for an area of 6822 square kilometres at the top of the North Island. It has a population of approximately 50,000 people and includes the former counties of Mangonui, Whangaroa, Bay of Islands and Hokianga, and Boroughs of Kaitaia and Kaikohe. The combined authorities presently employ 365 staff and have a cash flow of approximately $9O million. The new organisation will have a management structure consisting of a General Manager and five directors. The General Manager has been appointed and now seeks to employ directors for the following positions. INVESTIGATIONS AND PLANNING DIRECTOR Responsible for the provision of Engineering, Planning and Social Services advice to the organisation. This will include, strategic planning, policy formulation, environmental and community development. This group will Interface closely with the Council, Community Boards and ratepayers. The appointee will have either a professional engineering, planning or social science background with a thorough knowledge of Local Government and sound communication and negotiation skills. OPERATIONS DIRECTOR Responsible for ensuring that council policy and strategic plans are Implemented and that service delivery is provided In the most cost effective and efficient manner. The Director will control staff in distributed service centres, providing for information and implementation of district schemes, urban and rural services and control of works contractors. The appointee will be experienced in local government administration, contract control and have a professional or engineering, administrative or planning background. FINANCE DIRECTOR Responsible for all accounting and financial information services including, for at least the initial period, council owned trading companies and trusts. The appointee should be a professionally qualified accountant with experience in cost centre accounting. Experience in private enterprise accounting would be a benefit. CORPORATE SERVICES DIRECTOR Responsible for internal servicing of the council and its community boards. Functions will Include information systems, legal, reception, secretarial and records management services. The appointee will plan and arrange civic functions and manage corporate assets. The appointee should have highly developed management skills preferably with wide experience in local Government administration. COMMUNITY ENTERPRISES DIRECTOR Responsible for the co-ordination of community owned enterprises. Legislation reform will require sevice delivery functions which can be run by companies or trusts to be so managed. Much of the present council staff and plant resources may be corporatised and the companies formed will trade and compete with other companies on equivalent terms. The appointee will require a wide and proven range of business skills including marketing and company development. All of the above positions will report directly to the General Manager. The headquarters of the council wll be located at Kaikohe. Appointments will be made on a performance related fixed term contract basis. Attractive remuneration packages will be offered commensurate with necessary skills and responsibilities. Duties include reconciliation of the General Ledger and sub-ledgers, up-dating of monthly records and assistance in monthly accounting routines. Applicants must have EDP experience preferably on in house systems. The ability to liaise with people at all levels of management is important. Initiative, accuracy with financial figures and a number of years previous senior clerical experience are attributes we seek.
