2 In previous years, net expenditure was generally arrived at by deducting trading and departmental receipts from gross expenditure. Under the Public Finance Act 1989—and the outputs for 13 departments being on a Mode B basis from 1 July 1989—it is no longer possible to derive a meaningful measure of gross cash expenditure. 3 This total does not include $380.7 million spent on major project and producer board debt refinancing ($370.7 million in Fuel and Power, and $lO.O million in Transport). 4 This total does not include $316.9 million spent on major project debt refinancing in Fuel and Power. 5 This total does not include $83.0 million to be spent on major project debt refinancing in Fuel and Power which is included in the Estimates. 6 The net expenditure on General Administration includes $4.7 million in Vote: Internal Affairs, to be spent on Rates Rebate Scheme and Pacific Island Affairs, which was formerly classified as Other Social Services. 7 The net expenditure on Other Social Services includes $12.9 million in Vote: Maori Affairs, to be spent on Maori Land Development and Maori Housing, and $l.O million of PLA expenditure under the Maori Affairs Act 1953, which were formerly classified as Land Use.
