We have suggested that this be achieved by having a performance contract for principals written into the Secondary Teachers Award. The contract would enable the board and the principal to write down what they agreed they would do to meet the goals of the school. The award provides for the board to take action if the principal doesn’t fulfil his or her part of the bargain and for the principal to take action if she or he has concerns about the board. We believe that this is the only sort of contract which meets the Government’s objectives for accountability and preserves the co-operative teamwork between principal and staff which has been shown to be essential for good education.
