ters near Ramallah yesterday for a 21/ 2 -hour meeting where Mr Rabin outlined the plan adopted by the Israeli Cabinet on Monday. “Everybody rejected it as it was proposed,” Bethlehem’s Mayor, Elias Freij, told Reuters, even though Israel Television reported the group did not reject the plan outright. “Nobody rejected the

principle of free and democratic elections but everybody rejected the Israeli election plan,” Mr Freij said. The plan would let the occupied West Bank and Gaza Strip choose Arab negotiators to talks with Israel. It provides an interim period of Arab selfrule of up to three years followed by negotiations on an unspecified final status.
