INVERCARGILL CITY COUNCIL THE NEW INVERCARGILL CITY COUNCIL is being formed by the amalgamation of the present Invercargill City Council, the Bluff Borough Council and part of the Southland County Council It will have a corporate management structure, reporting to a Chief Executive, with a management style stressing goal setting and performance. The annual expenditure will be in the vicinity of $6O million and the population served will approximate 56,000. There is a need for five senior management positions who will report to the Chief Executive and assist in the establishment of the new Council. DIRECTOR: WORKS AND DEVELOPMENT This position has full responsibility for the management of the entire engineering works and the regulatory/planning function. The Director will be required to provide a high standard of service delivery to the community by entering into contracts and/or competing effectively with the private sector. The successful applicant will be a registered engineer with a successful record at a senior management level. DIRECTOR: FINANCE AND CORPORATE SERVICES This position includes responsibility for treasury, accounting, management information systems and property management advising services. The Director will be required to adopt an operating philosophy that is performance based, competitive in terms of the market place, innovative and customer oriented. The successful applicant will be a member of the New Zealand Society of Accountants or hold a University Degree in Commerce or Business Management with a successful record at a senior management level. DIRECTOR: COMMUNITY SERVICES The responsibilities of this position will include the development and management of all parks and recreation related activities, cemeteries and crematorium, library, swimming pools and community advisory services. The Director must develop forward-looking plans and objectives relating to the broader issues of recreation and leisure. The successful applicant will have a University Degree in an appropriate discipline, or its equivalent, with a successful record at a senior management level. CITY SECRETARY This position carries full responsibility for the general administrative affairs of the Council, including full secretarial services to the Council and its Committees, the organisation of Civic functions, the maintenance of records and archives and assisting with electoral matters. The successful applicant will have a minimum of five years experience in a managerial/secretarial position, preferably in the Local Government sector. HUMAN RESOURCES MANAGER This position will be a key co-ordinating one within the corporate management structure, carrying the responsibility for the development and implementation of policies to enable the Council to recruit, develop, utilise, motivate and retain a high calibre workforce. The successful applicant will hold a Bachelors Degree in Personnel Administration and/or Industrial Relations, with a background of experience in these fields. Good communication and interpersonal skills are essential. All positions will carry an attractive remunerative package which will be discussed with the applicants selected for interview.
