Government accounts should reflect environmental as well as financial values, the Environment and Conservation Organisations of New Zealand has told a Parliamentary select committee considering the Public Finance Bill.

“The Public Accounts suffer from the major flaw of omitting from their picture major aspects of the costs, benefits, and assets that should be accounted for,” the submission said. “These are the changes in natural resource stocks and in environmental quality.”
