Sir,—On August 19, 1986, in an article by your travel editor, the following joint statement by the Minister of Civil Aviation and an Associate Minister of Finance appeared: “The Government has made it clear all along that, in allowing foreign investment in domestic airlines, any airline which is established will have to be a totally New Zealand-based operation. That means that all major operational aspects, including aircraft maintenance, have to be based in New Zealand, which will ensure that the maximum number of jobs are created in this country. The approval of this proposal is, therefore, dependent on the consortium establishing, within two years of commencing main trunk operations, an engineering base at Christchurch to undertake all heavy framing and engine maintenance of all the airline’s aircraft...
