Sir, —Miserliness has become a chronic New Zealand condition, so it is really not surprising that there are those who consider $830,000 sufficient for flood relief measures; the floods of the 1970 s are easily bypassed. Torrential rains causing major flooding could adversely affect Greater Christchurch. — Yours, etc.,
