Polluter-pays principle

PA Wellington The polluter-pays principle should be applied to help control packaging waste, says the Secretary for the Environment, Dr Roger Blakeley. The Ministry for the Environment is preparing a report for the Government on how to deal with waste and problems it creates. Dr Blakeley said one option was to make commercial and industrial organisations pay for the direct cost of waste disposal. At present industries paid to have waste taken to a landfill, and landfill charges did not reflect the true cost of administering the land-

fill and recycling or getting rid of that waste. Legislation could be drawn up for the use of biodegradable packaging. Some countries banned the use of tear tabs on cans because of litter problems. Dr Blakeley said that to encourage recycling, all drink containers could also have an extra cost added to them which could be refunded. Packaging had become one of the more obtrusive features of society. Charges could be put on products according to the weight, volume, and type of packaging.
