The day in Parliament

PA Wellington Parliament resumed under urgency at 9 a.m. yesterday with continued debate on the committee stages of the Treaty of Waitangi (StateOwned Enterprises) Bill. The bill passed its committee stages and members then began debating its third reading. The bill passed its third reading after a 42-28 division vote.

The Minister of Consumer Affairs, Mrs Shields (Labour, Kapiti), then brought in the Consumer Council Act Repeal Bill.

The bill’s first reading was agreed to without division and it was referred to the Commerce and Marketing Select Committee. The Leader of the House, Mr Hunt, announced that about 7 p.m. the House would have a general debate.

The Minister of Labour, Mr Rodger, began debate on the introduction of the Department of Labour Bill.

Debate was interrupted when the House adjourned for lunch at 1 p.m. When the House resumed at 2 p.m. members agreed to refer the bill to the Labour Select Committee. Mr R. J. Gerard (National, Rangiora) then moved the Canterbury Provincial Buildings Vesting Amendment Bill be read a third time. After a brief debate the bill passed its third reading without division.

Debate then began on the second reading of the Finance Bill (N.Z.). The Leader of the Opposition, Mr Bolger (National, King Country) moved an amendment, “that ... the House decline a second reading of the Finance (No. 2) Bill until the question of Government expenditure has been examined by a select committee.”

The Speaker, Mr Burke, ruled the amendment was in order and it was debated. The amendment was defeated by 40 votes to 33 and the bill was given a second reading, 40-32. The committee stage was passed without debate and Parliament went on to the third reading debate.

The bill passed its third reading after a 41-31 division call.

Members then began debating the committee stages of the Access Training Scheme Bill. The clauses under debate were agreed to, 42-31, on a division.

The House adjourned for dinner at 6 p.m. When the House resumed at 7 p.m. the bill was set down for a third reading. The Prime Minister, Mr Lange, then moved the House adjourn for the purposes of a general debate. After the debate, the Minister of Employment, Mr Goff, moved the third reading of the Access Training Scheme Bill.

After debate the third reading was agreed to, 43-31. The House rose at 10.15 p.m.
