Cooper to introduce bill

A private act of Parliament to legalise casinos in New Zealand will be introduced by Mr Warren Cooper (Nat., Otago), Mr Cooper is a former Mayor of Queenstown and represents an electorate that might reasonably expect to get a casino-should such a law be passed. He favours setting up casinos and his legislation would pre-empt the work of the Committee of In-
quiry set up by the Minister of Tourism, Mr Geoff. If Mr Cooper’s bill were acceptable to the Government, which is unlikely as the committee has only just been set up, casinos could be legal by the end of the year. Mr Cooper welcomed the committee’s establishment and offered to work with it. He said there was no reason why his bill and the work of the committee should not be concur-
His bill would authorise the establishment and operation of licensed casinos for commercial purposes and provide for their regulation in the public interest. It would allow the Minister of Internal Affairs to call for applications for casino licences and lay down safeguards to guarantee the highest standards of management and supervision.
