Unions agree to behaviour bond

PA Hamilton Construction unions which will provide workers for the proposed $791 million Kinleith modernisation scheme have signed a revolutionary “good behaviour” agreement with the project’s contractor, Bechtel Pacific Corporation.

The acting union advocate, Mr Ray Bianchi, called the agreement signed on Wednesday “a milestone.” It is the first of its type in New. Zealand and is aimed at ensuring industrial harmony on the building project before it starts. The agreement commits the 12 unions which will be involved in the project and Bechtel to achieving both budget and timetable. Both Mr Bianchi and a Bechtel executive, Mr Sheldon Young, said after the conclusion of talks yesterday that the agreement committed all parties to the establishment of open and effective communication and

the resolution of serious demarcation issues before the project began. Among the requirements are that the two parties agree on the terms of a site agreement and establish procedures to ensure there is effective industrial relations on the three-year project. However, in spite of the initiatives taken by the project contractor and the unions, New Zealand Forest Products has yet to confirm the massive job. Final draft proposals are due to go before the board later this month. If approval is given, work could start by the end of the year, according to the pulp and paper division’s managing director, Mr

Ross Glucina. The modernisation scheme would replace the old pulp mill which was last overhauled in 1973. While the construction unions have signed a good behaviour agreement NZ Forest Products is still discussing a similar document with the 17 site unions. They have met the company twice to hold preliminary discussions on a broad agreement on industrial behaviour. A joint meeting between union and management was due to be held this week when the national secretary of the Pulp and Paper Workers’ Union, Mr Alan Ware, said discussion would begin on the details.
