The scheme will provide for the union bf Lytitelton Borough and Mount Herbert County to form one district, the dissolution.of the existing borough and county coiin.cili, and the constitution of a Lyttelton District Council. - I The Lyttelton Borough and Mount Herbert County Councils'are in agreement onithp proposal. Christchurch, or at the'office of the Lyttelton Borough ;anp Mount Herbert County Councils, cnr London and Canter--bury Streets, Lyttelton ; Section 28 of the Local Government Act 1974 I provides that in the case of a! proposal for the constitution of tltje district of a territorial [authority. a survey of electors may be requested to ascertain the extent of any public opposi-, tion to the proposal.
