Council toughens up on festivals

PA Hamilton A tough policy — money up front — will be followed for any future Pukekawa music festivals, Raglan County Council has decided.

At a meeting on Monday the council, which lost $51,000 with the failure of last month’s planned Neon Picnic festival, decided it would see people’s money in future before starting development work. In preparation for an expected 40,000 crowd the council spent $lll,OOO on upgrading the access road. Although half of that could be written off as needed maintenance there was still a substantial debt, councillors were

told. But although the council had learnt from the experience there seemed little likelihood of getting the funds back, the chief executive officer, Mr Tony Rogers said.

“As far as can be determined a Town and Country Planning (Act) condition does not confer preferential creditor status and for this expenditure council will rank as an unsecured creditor against the company,” his report said. The council asked its planner to review consent conditions which should be placed on similar events. It also decided to review its district scheme’s festival provisions.
