Sir,—A letter in your columns (January 20) gave Amnesty International as the authority for the statement that South Africa has a better human rights record than many Commonwealth countries. Amnesty International’s consistent practice is to oppose abuses of human rights everywhere. It does not, and cannot, make comparisons between one country and another. It would be misleading to do so, given that repression in various countries prevents the free flow of information. To quote from the most recent annual report: “Statistical and other generalised comparisons can never measure the impact of human rights abuses on the victims, their families and the society of which they are part.
