NZPA-AAP Canberra The Australian Government yesterday expressed hope that the appointment of the former GovernorGeneral of Fiji, Ratu Sir Penaia Ganilau, as President and. Ratu Sir Kamisese Mara as Prime Minister would lead to the formation of a truly civilian Government. The acting Foreign Minister, Michael Duffy, said Australia looked foward to the early release of details of a new Constitution. Mr Duffy said he hoped the latest developments would contribute to a speedy return of democratic parliamentary government as a solution to
the country’s political and economic problems. The Opposition Foreign Affairs spokesman, John Spender, described the moves as a step in the right direction. “But the Opposition believes that de jure recognition of any new Government in Fiji cannot be given until the new Constitution is made public,” he added.
“Any judgment must be then based on the protection of individual rights under that Constitution, and the commitment of (coup leader) Brigadier Rabuka to remove the military forces from a central role in government.”
