The Wellington Harbour Board and the Wellington City Council are all set to begin the proposed 1350 million development of the capital’s waterfront. Special legislation allowing the two bodies to form a joint venture board has been passed by Parliament The joint venture company — 80 per cent owned by the harbour board and 20 per cent by the city council — could not legally be formed until the law was passed.
