Developers may face utilities levy

Developers in the Riccarton Borough may soon be asked to contribute to the cost of improving power supplies and other works in parts of the borough undergoing significant commercial development. The Riccarton Borough Council’s electricity committee has recommended the requirement be included in the Notification of Development, with developers being charged a percentage of the cost of improving water supply, drainage, electricty and roads. Contributions for electricity works would amount to about 2.5 per

cent of the permit value, although these charges may be at a lower level for the outset. , ~ 5 . Contributions for reading and other utilities would be individually assessed. "

The council now charges developers only the mandatory 0.5 per cent of any development of more than $lOO,OOO. It recently sent a letter to electricity supply authorities and selected territorial authorities, asking about their experience in using the provision of the Local Government Act relating to development contributions.
