Welfare tendering criticised

PA Wellington The Minister of Social Welfare, Dr Cullen, was trying to escape his responsibilities on the funding of voluntary agencies, said the Opposition spokesman on social welfare, Mr Venn Young. Dr Cullen claimed that voluntary social welfare agencies would be more accountable if they had to tender to provide services, he said. While there was a need for greater accountability in the expenditure of public funds it would not be guaranteed in the tendering for welfare services. “It seems that the Minister has been advised that tendering will provide the lowest-cost welfare services,” Mr Young said.

“Such a system must fail as the only measurement is in dollar terms and not in the quality of service. “The cost of care of a multiple-handicapped person should not be measured in dollars but rather by the quality of life with which that person can be provided."
