The report, produced by the Association for Welfare of the Mentally Retarded (A.W.M.R.) in Nepal in collaboration with the Norwegian Fund for the Mentally Retarded, said nearly half

the victims were under the age of 18. The other leading causes of mental retardation were listed as early childhood malnutrition, and diseases like menengitis and encephalitis.
