NZPA-AAP ’ Canberra The Prime Minister, , Mr Hawke, said last night he had received the following message from the Australian High Commissioner in Suva, Mr John Piper. "Following radio reports between six and seven tonight that Colonel Rabuka had already been sworn in by the Governor-General as chairman of the council of ministers, I rang the Governor-General to ask whether this was true. He confirmed that it was and that the remaining members of the council would be sworn in aS ministers tomorrow. He reported that this was a council designated under his authority and he felt sure it would implement those conditions which he had set out in his statement"
