‘Trouble shooter’ appointed

PA Wellington A Maori lawyer was yesterday appointed to a new post of “trouble shooter” for grievances that arise under the Treaty of Waitangi. The appointment was announced by the Secretary for Maori Affairs, Dr Tamati Reedy. The official title of the new job for Mr John Paki is director of treaty issues and Maori land liaison. "In welcoming Mr Paki to this newly created job, I am conscious he will occupy a pretty hot seat,” Dr Reedy said. “The treaty sets out the

kaupapa, the whole basis of relations between Maori people and the Government. As such, the treaty is a focus for disputes and grievances of every description. “Mr Paki will be a mediator, or facilitator. Many grievances that come to Maori Affairs involve a number of Government departments. Where possible, he will sort out these disputes by negotiation. “He will also work closely with the Waitangi Tribunal, and chase along their findings to ensure that the Government con-

siders all aspects of each claim. Where the tribunal’s recommendations are adopted, Mr Paki will try to ensure they are implemented.” Dr Reedy said Mr Paki’s team would promote recognition of treaty principles in town and country planning, water and soil conservation, environmental administration, and resource management. It would advise official committees, local bodies, and Government departments on Maori land matters: questions of legal status and ownership, Maori values and

proper use of Maori land, and relevant provisions of the treaty. As district solicitor of Maori Affairs in Auckland, Mr Paki represented the department before the Waitangi Tribunal and Orakei claims. Mr Paki, who is 38, graduated Lib. from Auckland University in 1976. After two years in private practice in Auckland he joined the department in 1980, and was appointed district solicitor in Auckland in 1983, and in 1985 assistant office solicitor at head office, Wellington.
