Enforcing by-laws
Sir,—l am amused by the City Council’s reply on the problems of dogs on beaches (January 31) and the quoting of by-laws. There is also a by-law prohibiting the riding of bicycles in the City Mall. It is not enforced; on two occasions I have seen elderly ladies almost knocked down. Once I saw a child knocked down. Yet the council enforces a by-law which provides financial gain — the poor motorist who is five minutes late at his parking meter. —Yours, etc.,
