Zoning change sought for Paparua land
A large area of land between McLeans Island and West Melton may be leased out for recreational use if the Paparua County Council agrees to a scheme change.
The owner of the land, the North Canterbury Catchment Board, sought permission from the council’s town planning com-! mittee last evening to change the area’s zoning, from Rural 4 to Recreation 3..
The area proposed was about 700 ha to 800 ha and stretched from an existing Recreation 3 zone just west of the Harewood Golf Club to the West
Melton shooting range, said the County Engineer, Mr John Annan.
The board said it had received proposals from a number of recreational groups. While it did not divulge the nature of the proposals, Mr Annan said these would follow much along the lines of existing developments, such as golf courses and various clubs or societies.
'Mr Annan said the board had indicated it would dispose of the several “paper” roads in the area and would probably keep the balance of the land leased out for farming, but wanted to keep its
options open.
Councillors were concerned that development would increase existing pressure to improve Chattertons Road, which was low on the council’s list of priority road works.
However, Cr Jack Pethig, said the possibility of such things cropping up could not stop town planning from going ahead. If a scheme change was approved, the committee was told the scheme would need to include in its predominant uses the airport accessory buildings and flight path protection; rural uses; and information kiosks.
The matter was held over for staff reports.
Traffic lights
Subsidies have been unofficially approved for traffic lights at two of Paparua County’s busiest intersections, Waterloo Road and Carmen Road and Shands Road and Amyes Road.
The council had been verbally informed that the lights had been included on the Ministry - of Works and Development’s 1987/ 1988 reading programme, Mr Annan said.
An important factor in the approval was that the two sets of lights were to be linked in with existing lights t thi 'ctio-
ngL , ai t ne intersection of the Main South Road and Carmen Road.
The work was expected to cost $160,000, of which the National Roads Board would pay about 75 per cent.
It was likely to be a two-year programme, with one set of lights being installed a year, Mr Annan said. The council was still awaiting written confirmation. Subdivision
Approval was recommended for the last stage of the Wentworth Park subdivision in Halswell.
Although legal issues were still being resolved over a stormwater pipeline installed by the Christchurch Drainage Board, the board was now prepared to submit drainage conditions and the application could be approved, councillors were told.
Some 20 lots would be. created in the final stage.
