Tenancies Bill
Sir,—l am amazed' to learn that the Minister of Finance supports the Residential Tenancies Bill in its present form. On becoming a statute, two more Government bureaucracies come into being — the Tenancy Bonds Board and Tenancy Tribunal. The theory behind their inception is that both will be self-
supporting from bond interest. However, it is naive in the extreme to think that New Zealanders are not only going to hand over tiiejr homes and investment flats to State control, but also act as honorary bond collection agents (or check that their tenants do). Assuming that the current propaganda campaign extolling the “virtues” of the present bill fails to induce mental aberrations amongst property owners and they do find alternatives to taking bonds, would Mr Douglas inform us from which Government department the multi-million dollar shortfall in running these bureaucracies will come? — Yours, etc., JOHN LEVERSEDGE. November 26, 1986.
